A. Agenda Analysis

  1. Location: the school cafeteria at the intersection of Juanita and 4th.

  2. Formatting: I'm still working out the formatting and documents production since the District has moved to Boardbook.

  3. English as a Second Language (ESL), item 8.1: If I am reading the data correct, the District receives only $649.00 in federal grants for 26-27. See TEA's Entitlement and Allocation Dashboards. The current Dept. of Education proposed budget for Title III funds zero's out roughly $890 million nationally for these grants. The federal law mandating that programs be provided, however, has not been repealed by Congress.

  4. FLETCO bid approval to renovate the 1909 building, item 8.2: Once the 2024 bond monies are spent on this part of the bond build out, for the first time since 1909 this building will be dedicated to Administration only. Or, that's the plan. If the District has a growth spurt, the former classrooms in this building may become valuable as classrooms again. In any event, this contract is worth $2.6 million, according a site skimming data from the Texas Dept. of Licensing and Registration. (Time permitting, I'll go back and find original source data here.) Pay attention to this construction because not just any firm can do it - the building is recognized as historical, so their are certain legal limitations, at least on the exterior. (In my day there, it contained the school cafeteria.)

C. Commentary

  1. 765 kV update: We are in a holding pattern for the line proposed thru Irion County, as well as the line east that goes from Eldorado to Belton. You can find my latest filings over at my 765 kV Documents page. We had a briefing deadline last week for two very specific remanded issues related to whether Oncor and LCRA had proven up that they needed the line. The Administrative Law Judges must now write an amended Proposal for Decision, and then there's yet another briefing period where the Intervenors get to take issue with that decision. And, after that, it has to be scheduled for public meeting for oral argument and decision by the PUC Commissioners. There is also a separate appeal to the PUC Commissioners, the Kennedy appeal, that has yet to be decided. For those in favor of stalling the case until the next legislative session starts in January, my guess is they will get their wish. Also, keep in mind the Texas Senate Business and Commerce Committee has an interim charge to report on, so before long (but probably not before the mid term elections) we should have some legislative recommendations.

  2. I have a habit of reviewing the IC ISD bidding documents over at the Gallgher website. I recently found this gem buried deep in one of the documents:

I'm not sure this data is entirely accurate...street flooding around Mertzon happens even at 1" of rain. Regardless, I will not be cancelling my flood insurance until the new flood detention area gets tested with more than these averages.
