A. Agenda Analysis
391 MOU with Irion County, Item 7: There are a number of very important issues on this agenda, but this one addresses the potential to stop the 765 kV and data center construction county wide. Here's some background on what they are and the process of forming them.
Wastwater Bid, Item 11: It has taken a long while to get here, but, all that aside, this is for much needed upgrades to the municipal wastewater plant.
20.03 Ordinance, item 9: This addreses how to count and bill for water usage at RV parks, a matter not resolved at the previous meeting.
Tax roll, item 6: This will be to approved the final, final tax roll.
Local Newspaper, Item 5: State law requires the publication of municipal public notices in a local newspaper. What happens if the town doesn't have one?
Electricity contract, Item 8: Why pay attention to municipal electricity contracts? The costs of energy use for everyone, including municipal users, will go up with the development of 765 kV lines and data centers throughout the state.

C. Commentary
Alley update: See my Commentary at No. 1 here regarding the design of the new IC ISD transportation facility and its stormwater distribution design to dump stormwater directly into the alley at between 4th and 5th streets in Mertzon. The City should not transfer 3rd Street to IC ISD under the MOU until plans are disclosed and construction is complete on a solution to direct this stormwater into the new stormwater development pond nearby. Gallagher Construction and Parkhill need to be better corporate citizens in our community than to design facilities that flood our alleys, streets and property owners.
